Dr. Durgabai Deshmukh, a noted social and political reformer gave dynamic leadership to the Blind Relief Association through her vision, devotion, and drive. It was through her initiative the Association started the Training Centre for Teachers of the Blind in 1967. The seed that she had sown culminated in the establishment of Durgabai Deshmukh College of special Education (VI) in 2006.
